It could be from the same company. The ears, catch,solder color and prong bar look similar.

Why is it called hammerhead?

Hammerhead is the collector name for this type, same thing with the fat chest SS, the cracked wing SS. This is based on the shape of the head or the width of the chest or a die flaw.
There is an SS EM sleeve eagle that is also called Hammerhead. The eagle's head is more flat on top than on this type buckle. The buckle may have gotten it's name from the sleeve eagle.
