It is in pretty good condition for being in the ground for so long!
70-80 years isn't really that long in the right conditions and the right materials. Remember that haul of Roman coins that were found in England a couple of years ago. They were in great condition and that was around 2000 years.

It is indeed an original SS buckle made by Overhoff and one with a seldom seen transitional marking. The RZM 24 marking was probably added in 1934 to comply with recent RZM requirements. Here is another one in better condition. Note marking is slightly different but do not worry it is perfectly in line with the Overhoff production. Your buckle is legit!
Here is another example which was sold by Graig Gottlieb (dealer in the USA). Those photos were taken by him.
