I would say so, again one of the earlier makers until they got established and the big boys moved in

Ben, it's made too around years 1930-35 right?

Nice buckle!
The RZM authorities started their work in 1934 and 1937 Aluminium replaced nickle silver, so I would date this buckle between 1934 and 1936.
