I was told by a couple of people that the marking represents a "transitional" buckle : from pre-RZM to RZM period
This is indeed correct.
BTW there is also another transitional variant. It is with the addition of RZM 24 instead of just RZM. This second variant was most likely stamped just after that one.

An interesting buckle, although like Rob, I am no expert on SS Leaders.
The trio of markings are wrong
No, it is conform to the original those fakes are trying to duplicate.
What is wrong is the eagle design. Fakers used the exact same fake die they used (and are still using) to stamp fake aluminum SS buckles marked 36/40.
Be carefull: those latest fakes are offered way more often in Europe than in North America!
