It's a nice example but i do not believe it to be a water police, it looks like a toned police decal is all and quite common. I have seen them age to a bright golden, almost orange color. I do not believe that there was water police special made decals that were gold, if so they would be the same as KM decals with gold leaf over the main decal body and a clear ridge around the circumference of it, like KM decals.

Like a toned Heer, they are mistaken for KM decals many times but there are clear tell tale signs of a KM decal like the ridge. As well under powerful magnification a toned decal is almost an opaque white, whereas a true gold decal is a bright brilliant gold.
