Agree with all liner and chinstrap look ok don't know what would be under that black paint it could be removed carefully but it ain't easy trying not to strip or damage original paint. timothy

I would definitely try to restore this helmet to original state,it all depends on the type of black paint used and the length of time its been on there,if done carefully enough you could end up with a pretty nice lid
