I would definitely go for electrolysis, even if you end up with a clean steel shell it can be repainted as you wish, but I would take before and after photographs to make it clear that the paint job is not original. Also, it gives the helmet a bit of 'rescue history' which could be of interest to future collectors. Personally I enjoy rescuing mistreated items which would otherwise be of no interest, but always make sure they are described as such.

What a waste, maybe they were in relic condition, then restored and chromed?
As said, I think electrolysis would be the answer. Then perhaps a sandblast to bring back the matt type finish? Bear in mind the steel was also polished very smooth to get good chrome results. Kind of makes me feel a bit ill to see them like that. I had some relation that worked for GM auto maufacturers in the 70's and they had anything and everything chrome plated because they could take it to work and have it done for free. There is still a couple plated horse shoes laying around the garage.
Cheers, Edwin
