I dought if a soldier would have a couple of correct spare decals with him,and why 2 eagles!?.

It was more common than one might think. After the war, there were thousands of plain M42's laying around, and thousands of private purchase decals that no longer had a use. I'm sure that plenty of G.I.'s simply wanted to bring back a helmet that had insignia on it.
