I agree , they are more like drill holes than bullet and the grooves around the holes have been caused by a grinding wheel, one explanation as to the amount of damage to the paint could be that a punch was used prior to drilling, i think it was used as a flower pot with drainage holes, note the attempt to cover the holes from the inside with a tape of sorts to reduce the amount of water loss
It is still a very nice helmet and very nice found!

I agree with the drill and grinding remarks, the marks on the top of the helmet look exactly like somone took to it with an angle grinder to remove bolts.maybe for some type of mount. The burr on the inside is common when drilling........other wise a nice lid with a great decal
