Looks like a newer liner, and I see paint run lines on left side rear bottom of helmet???

Yes, but I've seen photos of German soldiers wearing camo helmets with runs in the paint. They weren't professional painters.

personally, I think it's good I just want the experts opinions.

Paint runs do not mean anything. You want much closer photos of the camo paint before making a purchase decision however the looks of it from here and the liner I would pass.

I know I am far from an expert, but have seen helmets , that were field painted & had runs, a lot of those I saw were from the normandy area, I guess sometimes in the field you have to improvise? one of my m - 4 bayonets had the scabbard painted by a brush & some od green paint, it had runs all over it, jmho.

post a couple closer shots of the liner and the camo

im 50/50 on the liner. it kinda looks like one of those new made repro liners.

whats the date on the liner band? if its B&C LITZMANNSTADT 1943 then i would stay away from it.
