M42 hkp62 liner question

Picked this one up pretty cheap and at first thought it was a Czech reissue helmet but the liner looks like a German post war bgs liner and has a name h.pfaff which is a German name so I heard that the west German border guard unit used original wartime shells before quist and LS started making the m40 Post war shells so is this true or just rumor?

Btw the helmet is painted tan not white
