Opinions on unused decal

First picture is the side which has some sort of a template of the decal for applying and the second picture is the other side which the decal would slide off of...

I'm not sure exactly what I'm looking at here. I don't like it and I don't think I would buy it. Why are there breaks in the circle around the swastika?

It's a commercially (not factory) produced NS Party shield first pattern with the pointed bottom shield and thicker swastika. It's unused still on its paper backing. The first picture is not of the decal only the paper backing. That red outline of the decal is like a template to help line up the decal properly when applying to the helmet. the other side is the back of the decal. when you hold this over a light bulb you can clearly see the party shield. You can slightly see it in the second picture. I was just curious if anyone had any opinions on value or what maker it was. I am sure of its originality but opinions are still appreciated

ACTUALLY I did some research and it is a lacquer applied transfer!

Judging by the picture and the fact its a lacquer transfer, i would think its real enough, as to value thats hard to say, there are better qualified members here, who could advise on price
