Yes, that's what I thought too.
I've seen similar netting of boating bouys, and old fishing net floats (both were usually made of glass).

While I do not know myself, your comments have recalled a bit more about what I read a while ago. As my memory comes back, I think I read these types of field applied nets were common in the low countries. So makes sense.
