strange bird

Is it me or does this bird look different, I've been searching trying to locate a similar eagle but with no luck.

He is very worn, but a close-up shot would help immensely.

Looks like a standard Luftwaffe eagle to me.

His head looked odd to me, but it could be from the wear.
