I am just Going to tell myself that the decals were already scratched off from the end of the war and someone tried to paint them back on thinking they could make more money when they sold it.

Liner looks good, shell looks good, pins might be good, strap is repro. Good investment for a few bucks though.
Some judicious application of paint stripper with a Q tip ( for just a few seconds then neutralized with water ) and those hideous painted areas may lift to reveal something better? ..... or for the faint hearted, a magnifying headset, a scalpel and a lot of patience may be safer.
