It looks like a ''S'' shield, which in my reference book is quoted as being unknown but others may have a different opinion, there's one in the Goodapple book described as being taken from a black uniformed prisoner by a GI, two possible explanations are Fascist paramilitary,or factory guards unit??????
I initially thought it was the Dutch SS Rune...but now I see the backgrounds are actually reversed...

These men are with the Sonderdienst im Generalgouvernement; an internal security formation operating in occupied Poland. Also (barely) visible is the special sleeve badge for that organization.
