Hi,the flash on the camera distorts the image somewhat but i think that the decal is most probably a good one,some pictures in natural light would be a great help though.As for the chinstrap,the thickness of the leather looks to chunky to me for an original but others will know for sure.Overall i think that you have a nice single decal M40 luftwaffe helmet.

Has the liner been replaced in this helmet? The ring looks extremely poorly fitted and there's a considerable gap on the side of the liner itself.

There is some weird green stuff going on as Glenn said and also on the inside of the helmet near the liner - although this could be a photo thing - could you take some shots in natural light please?
