B&N is a common steel buckles maker but it is hard to find an alu example, this one is 40 marked, the "N" is a mirror image and the leather tab marked 1941, what do you think about it?

It is strange to see a aluminum with a 40 date. Must have been using the last of their aluminum stock. A 41 dated tab is even stranger.
I echo Kirbys remarks Ivan, probably tabbed up as a late buckle, could have ben retabbed, the order came out in 1939 to cease using aluminium, you find 40 dated aluminum buckles but hard to come by. I like both the buckle and tab, as to why they are together is an enigma, here is a 38 example for reference
