Hj buckle for review

Hello All, I am posting pictures of a buckle which is marked m4/31 . Opinions would be appreciated, I did not see one with this maker on the hj Identification sticky.

Can you just confirm it is 31 and not 3? The buckle is fine and original, just want to be sure on the maker. If it is 31 can you post in the M4 makers thread?
