As they say, stop me if you have heard it, however there is an interesting story about two types at least, of mint and unissued HJ buckles that used to be seen for sale on a regular basis. One is the steel HJ by Dicke and the other is the aluminium HJ by Kremp.
The story goes that these mint and unissued HJ buckles are part of a "recently discovered" cache.
Apparently, perfectly true !
Here is my Dicke example (RZM tax label 325065 with M code against yours as 323797 with H code).
Also, attached is the Kremp HJ and others in this condition have close numbering RZM tax labels.

I have actually an interesting surprise about HJ buckles. It is something that I never saw before and it looks genuine. I should receive it in few days.
Talking about RZM tax labels, here are images of the well known and well documented "glued on" type, commonly found on the Hermann Aurich "crank catch" HJ.
