They are east german army. You can use them in any way you like of course, but they were originally meant to be used for camouflage purposes to cover your face when out in the field, while still being able to see what you are doing. Would have been issued for snipers for example, but the actual and real practical use was for protection against Moscitos of course ;-) . Cheers, Torsten.
