I've seen these before, they've been pretty cheap, 5-10 euro. It looks pretty neat though!

Not very rare indeed. Several editions were produced. I got yours too and one of the 'Warschaupact 1980'.

These scarfs were awarded together with the reservistenabzeichen. Here's a picture of soldiers wearing them both.
