This is a Soviet armored and artillery officer hat. The cockade is wrong. This one is for air force officers the one you need is an oval officers cockade.
Otherwise the hat is good. The label indicates that it was made in 1988 in Gomel which was a city in the Belorussian Soviet Socialist Republic
