Soviet era bronze bust

Firstly I'd like to say Hi!

I am a serving soldier in the British Army, Royal Artillery.

We have various pieces of battery history in our offices, for the most part we know who/what/where they came from, we do however have one piece they had puzzled us for some time, it is a 28in cast bronze bust of a soviet leader, it was 'liberated' from Kosovo dates unknown, we were told that it was marshal Tito however with some research have eliminated this, could anyone help shed some light on who this is, and what significance he may hold,
