After doing a forum search it seems that CTD and Assmann produced the most Water/Traffic buckles. Dransfeld is the next in production. You rarely see examples from JFS, GB and FLL.. You will also find a unmarked 4tab construction .

@Kirby , very nice and hard to come by . See another variation but also can be made by Overhoff .

Here my privat purchasing water/traffic police buckle made by Overhoff . Not so good in condition but IMO very rare :
