How long is a piece of string? You could make him the most highly decorated NCO or the least. I would stick to those decorations that seem most likely even though there is no evidence of what he actually did get awarded.
I would go for a Silber Verwundetenabzeichen, a Fliegerschutzenabzeichen für Bordfunker und Bordschutzen as the minimum. An EK2 could be added and the Afrika cuff title along with some collar tabs and breast eagle. At the end of the day it will be an assortment of items as worn by a Luftwaffe Radio Operator so how far you go with it is up to you.
Looking for LDO marked EK2s and items relating to U-406.....

A Luftwaffe overseas or visor cap might look nice with your display.
Would a aircraft radio operator wear flight, or signals piping?

I just whent through my notes on that one..... he was a feldwebel.
I guess that's NCO.

BTW, another option is the Luftwaffe "Afrika" formation cuff title. (Grey block capital lettering on a blue band).

They wore both: but not at the same time. While in North Africa, they wore the formation title (blue & grey) but you got the "Afrika" campaign cuff title, the one with Palm trees, as an award decoration for service there.
So your display could use either.
