It looks to be a good zinc Steinhauer & Lück silver wound badge that has absorbed pretty well all of it's finish.

The metal of the hardware holds the finish so much better than the zinc. Most zinc awards that have absorbed the finish look like this. I have seen many Nahkampfspange that are quite plain with the only way to tell what grade it is, is to look at the hardware.
