I would say it is raised, or embossed. The maker mark in the middle is, from my understanding, an earlier production. The lower mark being a later production.

That is my understanding also for a K&Q; middle "65" = early production and low "65" = late production.

It is actually a #28.
A very nice 28, maker is Eugen Schmidthäussler, Pforzheim . The Black grades are marked ESP
