It looks like a Silver sprayed gold to me. You can see hints of silver under the gold

It's hard to call, Nick. If it Is painted, I would have expected to see evidence of it in the 2 "P"s scratched on the reverse when you enlarge the photo. Almost certainly, any paint coating would have shown up as a filled in appearance in them, I would have thought. The silvering hints may just be glints of the lighting? I'm leaning towards a good badge here.
