You're right. The obverse side is not a design match for the Vienna Mint badges and the reverse set up is all wrong. It's a fishing weight.

All that spacing/margin around the dot pattern on the front is something I believe is a giveaway that it's a reproduction, the pattern itself also. I think the field should be denser than on yours. It's trying to be a quality maker at least, I guess.

It's an old 'Crease Fake'
If you notice the helmet looks to have a really deep crease at the top of the skirt.
These fakes come with various makers stamps.
