Hello Paul,
I did not want to comment before I did a little looking around as I am not familiar with these very well. I found so far, only one maker of these that does not have any cut outs at all below the eagle in the hollow version. Or solid as well actually. That maker is B H Mayer, and this is not one of theirs.
