These look like iron "bubs" or so in the left side of the badge, is this common?
That is not a common feature, and I have no idea what it is or why it’s there. However, it shouldn’t be regarded as a bad sign.
Some badges have had many owners and it could have been messed with for God knows what reason. It doesn’t have any major importance, but it should be reflected on the price as previously stated.
The price indeed reflects that, I do think I want it.

Now that I see that better picture I think I know what those metal lumps are... Looks like the badge was at one stage broken and has been soldered back together. How much is being asked for it?
