Certainly they were only for civilians such as factory workers and the like, but what about the reason for their institution? Is it true that they were instituted to remedy the loss of prestige suffered by the KVK ohne Schwerter?
As far as I know, crosses were awarded to military personel.........

Well, from what I've read, the crosses (with and without swords) were awarded to military personnel (without swords if the meritorious activity was not related to the war effort) and civilians alike. The crosses were given out in great numbers to factory workers and the like, which caused them to lose prestige in the eyes of the soldiers who also received them. That's what I read, but I don't know if it's true.

I believe KVK's were military only. Civilians did not
recieve them, just the medal - which were
given in greater numbers..........

It is my understanding that the Kriegsverdienstmedaille was created as an alternative to the Kriegsverdienstkreuz, because the latter had lost some of its 'credibility' as a result of being over-awarded. The medal as opposed to the cross was awarded for any meritorious activity in contribution to the war effort, such as factory work. The others may correct me if I'm wrong about any of this, as I can't remember where I read it.
