    Comrade Kotovsky has been working in workshops since 1943. During this period he showed himself a fully trained and sophisticated technical officer. Through his daily persevering and unwearying activities he achieved a state of exemplary order within his department. He organized the duties of the brigades repairing Ut-2, Il-2 and Yak-7b aircraft well. The plan laid down by the commander of the Air Forces of the Middle Asian Military District was accomplished at 118%, with high-quality work results.

    He is a disciplined executive officer, persevering and decisive in his work. In difficult situations he quickly takes the right decisions and he is capable of organizing the men of his department to carry out the tasks assigned to them. He is a demanding officer, both of himself and of his subordinates. He possesses a thorough knowledge of the construction of and the ways to repair Ut-2, I-16, U-2, Il-2, and Yak-7b aircraft and systematically passes on his knowledge to his subordinates. He is politically developed, morally stalwart and dedicated to the Party of Lenin and Stalin and the socialist motherland.

    Conclusion: for his long-standing, impeccable, and excellent services he deserves to be awarded the Order of the Red Star.
