I could be wrong but I believe it might be a breast eagle for a coastal artillery officer. Wait and see what others say.

Can you take a picture close up in natural sunlight? Looks like a Coastal arty eagle. But the color is off!

It does look like a CA officers embroidered breast Adler. Also, the embroidery is very fine quality and original , IMO.
