It may be coastal artillery. The Kriegsmarine used a winged shell for gunners and coastal artillery but with flames rising out or the top.
I agree with wfrad,but it dosen`t look quite right,maybe late war variation?

Army used winged bomb also. collar tabs are army, shoulder boards are artillery, must be a flak unit
Looked this one up for you. Seems like it is a flak artillery strap. Info. from Davis' "Badges and Insignia of the Third Reich, 1933-1945" shows a similar badge that is credited to heer flak artillery. However it says that very little is known about this badge. Very interesting. Hope this is of some help to you. I'll keep digging. Thanks for posting.
