Hi mate.

I would wait on one of the more knowledgeable guys chiming in, but, to me, it looks like a French or Italian cavalry shoulder board.
Value wise, I haven't got a clue.

As always, I am willing ti stand corrected by those with more knowledge than me.

I think they are French pioneer but may be wrong

You might want to look into Sapeur-Pompiers. as crossed axes can also be indicative of Fire Services. I posted a Belgian badge as an example. Though the grenade would suggest pioneer.

A better square on shot of the emblem would help
