Recently I came across this possibly unique item that appears to be a paper template, very delicate, that was used in the production of cloth Polizei Officers sleeve badges. I don't really know much about these, any thoughts? What kind of a value would one place on this?

I have seen similar for other TR eagle badges, bundles of them, but not this version.

Not necessarily Feldgendarmerie. Its the unterlagen for a hand embroidered wire officer quality eagle and could be for any branch of the Polizei
