Maybe this Link could help you with the identification. In my opinion it could be a
Bahnschutz breast Eagle, because the colour and the direction of the head match up pretty good, the judicial ones Look different, as you can see on the Website I posted.
But I don't know weather it is fake or not.

The Bahnschutz never used sleeve eagles of this design (they didn't wear breast eagles at all).

The eagle as used on judges' robes looked to its left, i.e. to the right as seen from the viewer's perspective. See:
