It looks a legit Waffenrock from the pictures, only you have an officers buckle on an NCO's jacket!
Officers wore a formal belt of silver braid. In the full-dress uniform the Waffenrock was worn with medals, aguilette (officers), trousers and shoes, the Schirmmutze, gloves, and sword (officers/NCOs) or dress bayonet (enlisted).
Parade dress substituted the steel helmet and jackboots. Semi-formal and walking-out uniforms were as full-dress, but without aguilette and with ribbons replacing medals.
As to value? Depends what it stands you in, and how much you want for it.

Hello John if the breast eagle it is a bullion one. Senior NCOs who were training to be oficials were allowed to wear an officer's cap, breast eagle, and --possibly--aiguillette.
I have got an NCO waffenrock with two bottons for oficial aiguillete.
