Because it is probably a patch king copy, notice the front does not match any of the known variants of machine embroidered EM/NCO eagles and the reverse with the mesh is not normally seen, though this is just my opinion and might not be correct.

As I posted, it was only my opinion and I am sure I know little about German cloth insignia from WWII.
