Just allow me to add for the sake of completeness that it is for an official of the Gehobener Dienst [= Elevated Career] as identified by the two chevrons below the eagle.

The career group insignia worn beneath the national eagle were:

Mittlerer Dienst [= Medium-Level Career] = one looped chevron
Gehobener Dienst [= Elevated Career] = one looped chevron, below that one chevron without a loop (as seen here)
Höherer Dienst [= High-Grade Career] = one looped chevron, below that two chevrons without a loop
