It looks like a good eagle to me!
I think it a KM coastal artillery cap eagle.
Do you have a photo of the back too?
What color is the background? Grey or Khaki?

It is a reproduction. You can tell by the small feathers in the wing.

That was my feeling too, but I would have given it a chance with back photo.

This is a well known older reproduction. If you look at the small feathers in the wing they are on line with the larger featers. On original cap eagles there is a small step between the large and small feathers.
