It look like an original tunic with what appears to be replaced eagle, I think the litzen are reapplied to
Tunic was produced in 1939 and was in a depot in Hamburg. The style is m40 tunic.
If you want you can replace the shoulder boards to whatever you like since the litzen are generic.

I´m with Franz, this is a original M40 tunic for an "Obergefreiten". The loops on the pocket shows that he wears a EKI.
I´M not shure about the shoulderboards.

H39 is for Hanover I think, not Hamburg.

The eagle looks original, but the chevron looks added IMO.

Whatever its just an opinion.
It's a 100% genuine tunic but I cannot say nothing about the eagle and litzen even if they look reapplied IMO!
