It's for Pionier [private] Lutz of the 8. Kompanie, Eisenbahn-Pionier-Regiment 68 [8th Company, Railway Engineers Regiment 68].

Same unit as before just the 1st kompanie.

What Ade said, and the "II" next to the unit marking is for the condition of the item.

(Issue uniforms and gear were inspected on a yearly basis and classed in four categories identified by markings from "I" to "IIII".)
