Need assistance for ID of newly acquired items

I am fairly new in this field of collecting and have just recently come by these items in a lot. I have done quite a bit of research but again, being a novice have not been able to identify them. Any assistance would be appreciated. cody7

The pink on blue badges are sleeve fire police insignia the Names of the cities they are from are on top of the eagle.
The smaller silver on black patch is for a fire police side cap.
The eagle to the right side is an army breast eagle. The collar tab with the wheel I do not know. The collar tab above that is fire police.
