It appears to be a tinnie made of leather possibly. Not sure for what event. The other tinnies all have the corrosive zinc pest and are not valuable in that condition in my opinion.

Thanks everyone for your help! I ended up buying everything except the tinnies that were in bad shape (they were just may day pins anyway). I got a super-deal on everything (less than $100). The red one I asked about happened to be a leather tinnie, like Hummel suggested. Here is a close up of what it looks like (not mine but one from the web).
