Not Infanterie, as they would have been piped in White waffenfarbe arm of service piping.
These are also post war East German NVA issue. Note they once had three pips. This was never a combination worn by the Wehrmacht.

Thanks for the inspection. these boards did come with three pips each. The pips look like post war ones. Is it possible someone put the pips on these WWII era shoulder boards later? Since the material and stitching of these boards look quite similar WWII one but not post war East German. Thanks again.
