I'd like to see larger and more detailed photos, but as best I can tell from what is here it appears to be an original wrapper.
Would like to see a clearer and higher resolution photos of the tabs and the collar underside. I can't make a call based on the photos above.
I agree that the extraneous markings to the lining could very well be museum inventory numbers. I have a wrapper that George Peterson brought back from Russia and it has them too.

Members don't like to discuss prices on this forum, too many people show up just wanting free appraisals.
The general rules is 50/75% of what dealers are asking, is approximate value.
Collector Guild had one that recently sold 5995us, but that was a lower rank.
But better photos are required.

Do you have the wrapper in hand? I am not sure what I am seeing, but I think the tabs could be reapplied. If you have it in hand, study the underside of the collar and see if you can detect traces of extra stitching holes. A lot of the stuff that emerged from the Eastern Front after the end of the Cold War came out stripped. George told me how he restored a few pieces with 100% original insignia, but he was always quick to tell that to any potential buyer.
