Tropical Shoulder Board

Hi guys, i am posting this single shoulder board for review as my knowledge is limited on tropical insignia.
Is it a Heer board of Motorized reconnaissance or a Luftwaffe Nachrichten?

Luft signals as already posted and for the tropical shirt, though due to supply problems they were worn on the tunic. A lot of these were found post war sewn together to make blankets or bedspreads.
